US NEWS & WORLD REPORT DUPED BY IA STUDENT PROFICIENCY DECEPTION

Greetings, Rep. Ron Jorgensen and all—

Listen to Mickelson in the Morning, on WHO radio 1040, at 10:05 AM on 4-24-13 (live podcast at http://www.whoradio.com/pages/pp_janmickelson.html  or  http://www.iheart.com/live/925/?autoplay=true  ) and hear how US News & World Report was duped by Iowa’s fraudulent student Proficiency standard. 

The Iowa Department of Education proved once again that it pays to deceive to get higher rankings in US News & World Report.   But Iowalive net workers caught them at it and herein show that 8 of the top 10 ranked Iowa high schools are on the dreaded NCLB In Need of Assistance list for blatant math and reading failures. 

THE PATH OF DECEPTION 

Prior to No Child Left Behind (NCLB) , many Iowa school districts, especially the larger ones, were tagging and excluding high percentages of low test scores from their reports--to hide the damage done by New Math.   This hid the damage and made them look much better than they were--and it did the same for Iowa.  NCLB put a stop to this practice and forced schools to report at least 95% of all student’s test scores.   This meant Iowa would get caught at its cheating game unless it did something drastic—such as to adopt a very low student  Proficiency Standard, to get higher Percent Proficient scores.  Which it did.   

As you well know, the Iowa Dept. of Ed. fought the Feds and adopted the very low 40th 40th  (10 percentage points below the national 50% average)  National Percentile Rank as the Iowa  Proficiency Standard--for No Child Left Behind.   As a result, 4th grade students are claimed Proficient (expert) when scoring at the 3.1 grade level, 8th graders proficient when scoring at the 6.9  grade level, and 11th graders proficient when scoring at the 9.2 grade level.  If such misrepresentation isn’t a fraud—then what is, Ron??   And US News & World Report was duped by it.

Think about it as you throw more money at Iowa’s failing schools, Ron—that is seen by them as a reward for failures—and they won’t improve!!
