IA DEPT. OF EDUCATION SELECTS BEST STUDENT ASSESSMENT TO MANIPULATE

In her 9-29-17, 630 word Gazette Article, Molly Duffy reported, “starting in spring 2019, students in Iowa will take new statewide assessments developed by the Washington, D.C.-based not-for-profit American Institutes for Research, the Iowa Department of Education said Thursday.

The set of English language arts, math and science assessments will replace the Iowa Assessments, which were developed by Iowa Testing Programs at the University of Iowa.  For years, legislators have expressed interest in replacing the tests, and in May directed the Iowa Department of Education to run a competitive bidding process for new assessments.

Students in grades three through eight are to take the statewide tests, which will be available in both paper-and-pencil and computer-based formats. Either high school sophomores or juniors also will take the tests.“

The following Iowalive table shows how the selected assessment is superior to other assessments considered by the Dept. of Education.  But as usual, Dept. of Ed. officials made no mention of improved student achievement expectations so Iowalive’s estimates are provided in the table to fill the void.  

Unfortunately, educators will now ‘develop’, which means to manipulate, the tests to be compatible with Iowa’s lowest in the Midwest student proficiency standard. http://iowalive.ipower.com/howandwhyiowagotalowproficiencystandard.htm   As a result, the  9% number in the table will fall to 3% or less, as Iowa continues to fall in National Assessment of Educational Progress (NAEP) education rankings.
