8-18-16  BULLETIN

1. As you read the following 8-17-16 post and the test score table, please note that schools like Cedar Rapids, having low percentage of students proficient in 3rd, 4th and 5th grades, where students are supposed to learn to read,  have lower scores in 6th grade, where students read to learn.  They can't read to learn very well if they aren't taught to read!!  And school  officials and media try to blame defective students for the failure!

2.  School officials and media blaming poor and minority students for low scores must visit the following websites showing Polk Elementary in Cedar Rapids, with 65% poor and minority students, was the only school in the district not on the dreaded School In  Need of Assistance list for academic failure and academic child abuse.  The superintendent recommended, and the complicit board closed the school to eliminate the embarrassment it caused the district, and other Iowa failing school districts as well.

COMPARE IOWA READING TEST SCORES FOR ALL GRADES TESTED 2015-2016

SCROLL DOWN FOR DISTRICT STATE RANKINGS

8-17-16

Greetings Governor Branstad, Dept. of Education Director, Ryan Wise and all--

The district test scores herein are reported by grade level, for all Iowa schools tested in reading.  2015-2016 test scores for grades tested in 335 Iowa school districts were provided by the Department of Education (DE) as requested, and are provided by Iowalive in the table below in district alphabetical order--to make it very convenient for viewers to compare schools districts, in all reading grades tested, and with national and international grade level proficiency standards as well.

Previous year’s comparable scores are posted on websites   http://www.iowalive.net/readinggradestested2013-2014.htm  and http://www.iowalive.net/readinggradestested2014-15.htm if you want to make more comparisons.

There are 3 National Percentile Rank (NPR) Proficiency Standard levels shown in the table.  The 41st, claimed and reported in Iowa, is the lowest in the Midwest.  The 65th is the National standard used by most U. S. schools.  It is the level considered by NCLB to be at National grade level.   The 95th is the standard comparable to International schools.

The Iowa Department of Education and Governor Vilsack fought the feds for nearly a year and adopted the pathetic 41st NPR Iowa standard.  This means Iowa students are bogusly claimed expert when scoring 9 percentage points BELOW the national average.   Governor Branstad and DE Director Ryan Wise could raise it to the 65th or 95th in a day, if they really cared about Iowa kids.   Local school boards could do the  same for each district, but they won’t!  They don't want anyone to know the honest score!

The NPR Proficiency standards are discussed in more detail on website:  HOW & WHY IOWA ADOPTED THE  LOWEST STUDENT PROFICIENCY STANDARD IN MIDWEST  http://www.iowalive.net/baxterperformance.htm  and OVER 90% OF IOWA STUDENTS CAN'T COMPETE INTERNATIONALLY

TABLE OF SCHOOL DISTRICT & GRADE LEVEL SCORES  FOR ONLY THOSE STUDENTS TESTED AND REPORTED IN READING

There is no correlation between number tested and percent proficient, so school, grade and class size are not factors.

IOWA'S 8 LARGEST SCHOOL DISTRICTS ARE SHOWN IN RED

STATE RANK COLUMN WAS ADDED ON 8-20-16

READING TEST SCORES FOR ALL GRADES TESTED IN 335 SCHOOL DISTRICTS, IN 2015-2016 SCHOOL YEAR.

STATE RANK

Table Shows Only 50% Of All Students Tested Are Proficient At The 65th National Percentile Rank (NPR) Grade Level.  Even Worse, Only 15%  Are Proficient At 95th NPR International Grade Level.  And Much Worse,  Iowa School Officials  Falsely Claim 74% “Proficient At Grade Level”--Without Admitting It Is At The Pathetically Low 41st NPR  Iowa Proficiency Standard.    Source:  Dept.
