Greetings, Mary Ellen Miller, Member of State Board of Education, and all—

Register reporter McKenzie Ryan reported your frustration with the delays and chaos involved with selecting new state exams and your ‘outrageous’ proposal to stop all state testing and "save millions in hard economic times”.  Ryan reported Iowa’s dismal failure to meet “the federal Every Student Succeeds Act of 2015, which replaced No Child Left Behind, and requires states to draw up accountability plans that show student performance goals and how schools should be “accountable” for student learning.  Iowa recently participated in a peer review of assessments, which found that Iowa does not substantially meet federal testing requirements. If nothing changes, and no new tests are adopted, the state’s federal Title I funding for low-income students could be jeopardized.

Iowalive understands your frustration with the Iowa education mess and suggests you propose something “outrageous” to make State testing worthwhile, like raising Iowa’s student Proficiency Standard up to the 65th National Percentile Rank (NPR) national grade level rather than the lowest in the Midwest 40th NPR now used--and not met by school districts seeking waivers.  http://www.iowalive.net/howandwhyiowagotalowproficiencystandard.htm

 Your concern about school waste is also well founded as shown in the following table of Iowa school fix failures.   Such waste has contributed heavily to the “hard economic times” you cited, and to the Iowa K-12 education mess as well.
