COMPARE IOWA MATH TEST SCORES FOR ALL GRADES TESTED 2015-2016

Greetings Governor Branstad, Dept. of Education Director, Ryan Wise and all—

1. As you read the following and all the math test scores posted on http://www.iowalive.net/mathgradestested15-16-2.htm , please note that schools like Cedar Rapids, having low percentage of students proficient in 3rd, 4th and 5th grades, where students are supposed to learn elementary math,  have lower scores in 6th grade, where students do math to learn.  They can't do math to learn very well if they aren't taught elementary math!  And school officials and media try to blame poor and minority students for the failure!

2.  School officials and media blaming poor and minority students for low scores must visit the following websites showing Polk Elementary in Cedar Rapids, with 65% poor and minority students, was the only school in the district not on the dreaded School In  Need of Assistance list for academic failure and academic child abuse.  The superintendent recommended, and the complicit board closed the school to eliminate the embarrassment it caused the district, and other Iowa failing school districts as well.

Poor and minority kids cannot honestly be blamed for poor school district performance.

The district test scores herein, and posted on website   http://www.iowalive.net/mathgradestested15-16-2.htmare reported by grade level, for all Iowa schools tested in math.  2015-2016 test scores for grades tested in 335 Iowa school districts were provided by the Department of Education (DE) as requested, and are provided by Iowalive in the tables below in district alphabetical and state ranking order--to make it very convenient for viewers to compare schools districts, in all math grades tested, and with national and international grade level proficiency standards as well.

There are 3 National Percentile Rank (NPR) Proficiency Standard levels shown in the table.  The 41st, claimed and reported in Iowa, is the lowest in the Midwest.  The 65th is the National standard used by most U. S. schools.  It is the level considered by NCLB to be at National grade level.   The 95th is the standard comparable to International schools, based on Program for International Student Assessment (PISA) & Other Tests.  95th scores were provided by the Dept. of Education upon request and without refute.

The Iowa Department of Education and Governor Vilsack fought the feds for nearly a year and adopted the pathetic 41st NPR Iowa standard.  This means Iowa students are bogusly claimed expert when scoring 9 percentage points BELOW the national average.   Governor Branstad and DE Director Ryan Wise could raise it to the 65th or 95th in a day, if they really cared about Iowa kids.   Local school boards could do the  same for each district, but they won’t!  They don't want anyone to know the honest score!
