The ISEA opposition to expanding open enrollment is as fraudulent as their support of all their past, flawed, school fixes
The false claim that struggling students had something wrong with them diverted attention away from a proper assessment of education processes (to correct what they were doing wrong). The rest of the world that is out-educating us immediately looks at why some students may be struggling within the process, and reassess the process to improve the situation. An increasing number of states have begun figuring this out since NCLB and now Everry STudent Succeeds Act (ESSA) BUT NOT THE IOWA STATE EDUCATION ASSOCIATION (ISEA).
The false claim that Iowa students were doing well, based on the Iowa Assessments constantly lowering their standards and not counting test scores while only good students were allowed to take the NAEP assessments (since struggling students were crammed into Special Ed to avoid testing). NCLB said all students must be tested which the ISEA fought as hard as it could to avoid accountability and ESSA said the discrimination against demographic groups had to be stopped because it violated their civil rights.
According to international reports from the OECD (which administers PISA assessments), the countries out-educating us are doing so with larger average class sizes because they actually know how to effectively educate UNLIKE the ISEA, which continues to use education theories that are so bad they are stuck on stupid.
