HONEST GRADE LEVEL READING RANKING OF IOWA SCHOOL DISTRICTS

Greetings, Governor Branstad, Dept. of Ed. Director, Brad Buck and all—

In the past, Iowalive posted school district proficiency rankings based on Iowa’s bogus 41st  National Percentile Rank (NPR) standard—the lowest in the Midwest.  They were the only scores available from the Department of Education until the fall of 2014, when the Department made 65th NPR scores available. 

Further revelation of the 41st  scam is revealed with the state’s school district reading rankings herein—that are based on an honest, 65th NPR National grade level proficiency standard!!  This standard shows only 116 of 325 (39%) of Iowa’s schools have half their tested students reading at or above enrolled grade level, in the average of the 7 grades tested—3,4,5,6,7,8, and 11.  

Iowa’s Governor,  department of education, school boards, ISEA teacher’s union and the legislature apparently couldn’t care less—and are now cooking up ways to throw more money at schools to waste, rather than using the money to fix Iowa’s roads and bridges.  

Parents can should obtain their children’s 65th,  National, and 95th International NPR scores, in all tested subjects, by persistently asking school districts for them.  They are available from the Department of Education and they can honestly show the actual grade level at which their children are Proficient!!   The scores were previously used to compile summary scores provided to Iowalive, so they are available.

The following chart, the first of its kind, was prepared from data recently obtained from the Department of Education to show the Percent of Iowa students, honestly Proficient in reading, based on the Proficiency Standard level 65th National Percentile Rank (NPR).  This is the National Standard and the one used by most Midwest states and other states as well.   It is the level considered by NCLB to be at National grade level  The Iowa Department of Education and Governor Branstad thumb their noses at it, to their discredit and disdain for, and as damage to the students.  They could adopt it as the standard in a single day!!  But they won’t!

Iowa’s 8 Largest School Districts are Shown in Red.  Iowa City has their Highest Ranking at 83, with 47% of its Students Reading BELOW Grade Level.  

The rest of the large districts are much worse.  Cedar Rapids has 54%, Des Moines 67%, and Waterloo has 68% of its students reading below enrolled grade level--and they all want more money to waste!!  Branstad and the legislature are in the process of giving it to them, with no improved results expectations attached.

With a straight face, DE Director Brad Buck gives Iowa’s low proficiency standard test scores to Iowa students, parents and taxpayers--to make it look like students are scoring much better than they are!! 

Is it reasonable to condemn Iowa teachers for cheating and failing to meet Iowa’s low student proficiency standard when the 41st NPR Iowa standard itself is bogus, if not fraudulent??!! 

Will Register editors step up and condemn Iowa’s bogus student proficiency standard and push for adopting the 65th NPR standard, as a minimum?  Will the editors ask Judy Hintz how she would bring students up to both National and  International grade levels??  You ought to know she can!!

How about Iowawatch.org, will it merely watch--or will it actually report???
