Greetings, Governor Kim Reynolds; Legislature Education Committees; Ryan Wise, Director of IA Department of Education; State Board of Education; State Board of Educational Examiners; Iowa Association of School Boards (IASB)  and all—

Superior educator, Dr. Sue Atkinson, stepped up as follows to lead Iowalive’s evaluation of the wasteful, $1 billion special education ‘remediation program’ in Iowa.  Iowa educators’ et. al. beliefs in the flawed defective student theory, caused and perpetuate this wasteful spending.  Educators expect little learning from poor and minority students etc. and now privately blame such defective students for poor school performance.  The defective student theory is entrenched in at least 70%  of educators and others involved with Iowa K-12 ‘education’.  And they won’t  give it up without a huge fight, as it has plagued and driven them, and poor ‘education’, for over 40 years! http://www.iowalive.net/leadershiptlc.htm

SPECIAL EDUCATION COSTS DRIVEN BY DEFECTIVE STUDENT THEORY

There are now over 56,000  students in special education (annually costing over $1 billion) and 39,000 of them (at a total cost of at least $695 million) are directly caused by the defective student theory and resultant poor teacher training.  And beyond  that, the total 483,450 K-12 enrollment suffers from poorly trained teachers, and it’s not their fault.

Spending on special education has increased by 31% in the past 5 years, as shown in the chart farther below.

Since the early 1970s, Iowa educators have routinely presumed children whose learning styles were incompatible with the schools’ system of memorization in use were “defective”, thus placing them in Special Ed to avoid using their test scores (if they took the assessment tests at all) – and, thus, inflating the results to make it falsely appear Iowa education was a success.  This approach avoided taking responsibility for a defective system using defective theories, thus unaccountable for the results of cheating thousands of students out of an education and abusing them by falsely considering them defective.

The national government has staged an intervention twice now – with No Child Left Behind (NCLB) and the Every Child Succeeds Act (ESSA) – but Iowa educators continue to resist abandoning their defective student theory and low standards, thus avoiding taking responsibility for the schools and processes they control, and then deviously requesting a waiver from the national government to free them from accountability.

IF IOWA TEACHERS WERE EFFECTIVELY TRAINED TO TEACH CONCEPTS TO THE VARIOUS LEARNING STYLES, they would not only be in a position to effectively remediate the students failed to date, BUT ALSO to raise standards up to grade level and significantly reduce the percentage of students in Special Ed to only those 4% with an actual medically-diagnosed disability.  A 2015 report from the National Council for Teacher Quality (which assess Iowa’s elementary training programs a failure and overall grade the training system a D- -- thus in the bottom 20% of the country) clearly showed that dyslexia is being over-diagnosed due to the poor training of teachers to effectively teach the five concepts known as the science of reading, and to effectively remediate those students failed by the system to date.   http://www.nctq.org/commentary/article.do?id=290

IOWA NEEDS TO REQUIRE ONLY ONLINE TEACHERS, rather than only Iowa teachers, TRAINED TO EFFECTIVELY TEACH CONCEPTS AT GRADE LEVEL TO BE USED IN ONLINE EDUCATION OFFERINGS.  Online education offers the opportunity for effective remediation – where students begin at the lowest level and work their way through the concepts and applications up to grade level at their own pace.  Iowa schools presently lack the ability to do this, so they continue to consider the students defective rather than the system –which is  a continuation of the false education theories of the last several decades and the reason for government intervention.
