Democrats like to blame and tax the rich as democrats pursue class warfare, in lieu of better issues and tactics. 

Democrats treat the rich as if the rich are devoid of integrity.   The numbers in the following table show the democrats are in a glass house, foolishly throwing rocks! 

The numbers show evil democrats and liberals are fighting to make the rich make evil investment returns on the evil federal government's evil operating efficiency.  To make matters worse, evil democrats and liberals paint the rich as being evil--and the evil media, whose avg. integrity has now fallen to 60, joins in. 

So you see, this is not a fight about money.  It is a fight about integrity--and thanks to the Tea Party, it now appears integrity will prevail over evil

  DERIVATION OF INTEGRITY INDEX LEVELS

Derivation of Integrity Index Levels involves proprietary use of algorithms, somewhat similar to those used in deriving operating efficiencies, described farther below on this website. 

An operating efficiency of 100% defines perfection, the condition of zero waste.  Similarly, an Integrity Index Level of 1,000 applies to the Divine--the ultimate level of perfection and truth--and 0, the ultimate absence of perfection and truth and the ultimate level of evil

On this 0 to 1,000 scale, significant integrity starts at level 300.   The levels are logarithmic, (powers of ten)--which provide more than sufficient range to cover all conditions of integrity--to the highest level of accuracy obtainable.    The levels are intended to be used for making comparisons and for determining improvement, rather than absolutes--at this time.  

Evil is at or below level 250.  Fraud is equivalent to level 160. Grand larceny is equivalent to level 40.

Integrity is adherence to moral and ethics principles.  Evil is the antonym of integrity.  The better the adherence to moral and ethics principles, the higher the Integrity Index Level.  An algorithm, discussed below, is a procedure for solving a mathematical problem (such as finding the greatest common divisor) in a finite number of steps that frequently involves repetition of an operation; broadly : a step-by-step procedure for solving a problem or accomplishing some end especially by a computer.  

 A database is a collection of data used in making comparisons to find the ‘best fit’ or ‘most likely’ solution or condition.    For example, if you see a bird with a bill, webbed feet, a green head and a curly tail, it is ‘most likely’ a mallard duck.   With respect to integrity, government investigators gather information on individuals seeking security clearances—and compare that information with information (a database) obtained from people who are known to be trustworthy.   If a good fit is determined, a security clearance is granted. 

 The algorithm IF:THEN:THIS logic is—IF this, this, this and this etc. are known and reasonably so—THEN the most likely result or condition is THIS. 

To some extent, the Integrity Index Levels can be considered as measures of energy levels--where a 'truth' has a different energy level than a 'false'.    It is expected that use of memristors will eventually lead to precise measurement of such energy levels, including the frequencies of each.   

A memristor behaves like a non-linear resistor with memory.  It will substantially (30% or more) increase speed, reduce size, weight, power consumption, heat dissipated and cost of computers--approaching brain-like computation and memory capability.  A memristor will not lose memory resulting from a power loss. 

Memristor technology will provide the means for the ultimate truth or lie detector.  This technology eliminates the rounding errors resulting from forced use of zeroes and ones, in existing digital technology.  It will make voice recognition more precise than existing DNA.  It will show if a person's unique energy imprint was present at the scene of a crime--at the precise time of the crime!

Integrity awards for deserving newspapers, radio and TV stations will become routine!!   The same applies to clerics, lawyers, businesses, schools, governments, judges, teachers, journalists, politicians and political parties etc.  Are you ready for this?  Will there be efforts to halt or drive memristor technology development, refinement and use out of the country--to avoid exposure of the truth?   Who would fear the truth and want to do that--criminals, the Federal Government?  Please keep a very watchful eye on development of this technology--or its sudden demise.

FAR TO MUCH EVIL IN STATE BUDGETS & NEGOTIATIONS

The following table shows there is far too much evil involved with the state budgets and those involved in negotiations.   Too make matters worse, the 6-22-11 Cedar Rapids Gazette editorial claimed, “Democrats gave up on a 2 percent increase for K-12 school funding growth.”  This bias implies the Democrats accepted less than a 2 percent increase.  Not the case at all.  The Democrats actually gave up on an exceptionally evil 3% increase—on top of an evil $215 million school increase they got, to provide pay raises for evil school academic failures.

 The editorial, written by the editorial board, having an evil integrity of 140, also picked on Governor Branstad, who has an integrity level of 660!!  When integrity is lacking in discourse, things really get evil—and the Gazette editorial board doesn’t seem to care.

THE FLOOD PROTECTION PLAN THE PEOPLE WANT

The plan the people want is far better than the defeated flood protection plan that required people to pay up to $950 million in sales taxes--that businesses don't pay.  Those business spent at least $500,000 promoting it--and lost! The people spoke!

The following flood protection plan, the people want, provides Cedar Rapids with Corps of Engineers designed flood protection for both sides of the river, as well as street repair and property tax reduction for residential property owners.  People choosing to live in the flood plain will be told and understand the Corps of Engineers reports their plan provides but a 91% probability of flood protection. 

People want Cedar Rapids businesses and public agencies to pay $9.5 million annually for flood protection, plus $11,472,279 for annual street repair and residential property tax reduction.  The Gazette reported $9.5 million annually was needed to pay Cedar Rapids' share of  flood protection.    

People want business property taxes raised 17%, the same percentage businesses tried to raise sales taxes people would have to pay!  This would annually raise $12,093,748 million for flood protection, street repair and residential property tax reduction (not $8.9 million as carried in Dick's letter to the editor) per year, based on county reported property taxes of $71,139,692 now paid by businesses. 

In addition, people want 1% reallocated from the $888 million public agency budgets, such as 2010 spending by Cedar Rapids City ($338,062,216), Linn County,( $183,683,000),  Kirkwood Community College, ($128,699,507), Grant Wood AEA ($57,530,586), and the Cedar Rapids school district ($179,877,811).  No one can factually state 1% of the total spent was not wasted.   The same applies to their budgets and spending for the next 20 years. 

The Gazette editorial board, KCRG TV-9 and others can reuse their "penny" words and graphics to explain to agency officials it is only a penny--just as they told people the defeated sales tax was just a penny!!  It works both ways--except with this one, heads or tails--the people win!!

If these agencies won’t contribute willingly,  their elected officials will be replaced with officials who will.  Any new laws needed would be no more difficult to pass than those needed to allocate $200 million more state sales tax revenues to Cedar Rapids!! 

The above business and agency revenues would provide $9.5 million for flood relief, $5,974,370 for annual residential property tax relief plus $5,497,909 for annual street repair.

People would also help pay for this plan because they pay for a large part of business profits, the wasteful budgets mentioned above--and $111 million in property taxes, compared to only $71 million now paid by businesses.

Put this plan on the ballot!  Elect a new, trustworthy mayor and council to manage it.

Let people vote on this plan they want!!  No $500,000 contributions needed from businesses for advertising needed.   This is a fair plan, not like the one businesses don't pay for and tried to shove down the people's throats with a 17% sales tax increase, for 20 years. 

 

WHERE MUCH OF THE MONEY IS WASTED IN CEDAR  RAPIDS

The following table shows where much of the money is wasted in Cedar Rapids.   $8.9 million of this annual waste must be put to better use for flood protection, street repair and residential property tax reduction.  Cedar Rapids voters soundly rejected the tax-the-people plan pushed by Mayor Corbett, the Chamber and businesses--who contributed at least $500,000 to advertise it.    There is no need to advertise the flood protection plan below, for both sides of the river, that makes much better use of existing money.   

None of these five public agencies have shown any interest, commitment or plans to make much better use of the money they have.   Some of it must be taken from them to make better use of it, and to get them interested in doing so.   In addition, some much better public officials will be needed to get the job done.

If the Register’s 1,511 word, burn-before-reading (BBR), heavily biased, 2-26-11 homosexual sex article touting the Register’s Iowa Poll is true, why won’t Senate dictator Mike Gronstal and his misguided ilk allow a vote on homosexual marriage?? 

The answer is—the article is untruthful and the poll is bogus.  54% of Iowa voters ousted 3 homosexually biased, supreme court judges.  No pro homosexual sex polls needed!!! 

If the Register would show some spine and define and describe the homosexual sex acts its editorial board and Gronstal promote, there would be a revolution in Iowa. 

Why won’t you describe those acts so people can know exactly what it is you so fondly promote?? 

Are you afraid of them, or don’t you know them??  Is it both??  How about some transparency at the Register for a change?!  Senator Gronstal runs and hides and won’t describe them either!!

 ST. MARK’S LUTHERAN CHURCH OPTIONS FOR DEALING WITH ELCA

2-9-2011 

Evangelical Lutheran Church of America (ELCA}, Southeast Iowa Synod Bishop Michael Burk claims he has backed off from ousting Marion’s St. Mark’s Lutheran Church pastors, for now.  

 While Sunday’s second vote slightly failed to meet the ELCA’s evil 67% super majority for St. Mark’s to leave the ELCA, the 60% majority vote sent Bishop Burk a strong message and clearly stated the congregation’s strong intentions to leave the ELCA. 

Comparing the second vote count to the first vote, 72 more voted to leave the ELCA while only 74 more voted to stay.   381 members voted to leave and 225 voted to stay.  The unfairness of the evil ELCA's 67%  majority voting requirement forced the majority of the congregation to remain in the ELCA, for now. 

The following table is respectfully offered to St. Mark’s officials to assist them in selecting the best option for dealing with ELCA Bishops, at this time.

OPEN LETTER TO CEDAR RAPIDS GAZETTE EDITORIAL BOARD

Greetings, C. R. Gazette Editorial Board:

 Two letters to the editor and a Washington High School student’s guest column babble 780 words in typical BBR (Burn Before Reading) fashion, in Friday’s 1-14-11 C. R. Gazette.  It’s as if they never considered the substantive contents of Lord Kelvin’s quote.  There were more of such letters in Sunday's 1-16-11 Gazette.  Because all are lacking in substance, Iowalive considers them to be BBR (Burn Before Reading).  One even aimlessly attacked Iowalive net workers' attempts to reduce tornado strikes and snowfall amounts, discussed elsewhere on the http://iowalive.net/  website.  Iowa had 14 fewer than average tornados and no evidence of any substantial tornado striking the ground in 2010, despite near record rainfall and rainstorms.  The State Climatologist will not explain why. 

 W. T. (Lord) Kelvin (1891) Popular Lectures and Addresses “....WHEN YOU CAN MEASURE WHAT YOU ARE SPEAKING ABOUT AND CAN EXPRESS IT IN NUMBERS, YOU KNOW SOMETHING ABOUT IT, BUT WHEN YOU CANNOT EXPRESS IT IN NUMBERS YOUR KNOWLEDGE IS OF A MEAGRE AND UNSATISFACTORY KIND.”   

 Supt. Benson’s letter to the editor used but two numbers, 40 and 60, reflecting the principal’s years of service and the superintendent’s approximate age.  Whoopee!!    The Washington student used about 3 numbers to describe student activities rather than academic results.  Another letter writer used 2 numbers that in no manner came close to refuting the indicting numbers Mr. Frederick’s presented in his guest column.

 The bottom line, the C. R. school district is miserably failing its students academically, and no school official has made any  meaningful plans or efforts to fix it.   The number of 11th graders claimed proficient (when actually performing at the 9th grade level) in core total scores (reading, language and math), published in the Gazette on  4-10-10, show Washington High School falling from 92% in 08 to 77% in 09—a 16% decline in one year.   Did the Washington High school principal and supt. get a pay raise for such dismal performance.  But of course!!  The inept school board would do no less—to encourage even more failures.  The supt. deviously writes about his age and the principal's years of service.  Neither has benefited student achievement. 

 The 1-4-10 Gazette ranking shows C. R. schools dominate the bottom of the rankings of metro area schools.  Babbling Benson, Plagman et. al.  have nothing to say about that, as Benson fattens his retirement check in the constructivist run, ghetto district.

 Babbling 12th grade students ought to show us they can off-hand, first-time, take and pass the GED test, that is supposed to be passable by at least 60% of 11th graders.   The high scoring students Iowalive observed failed to pass the test.   A smart parent will no longer pay for his kid’s college education until the GED test is passed.    

 Cedar Rapids’ population is growing as the school district’s enrollment is falling like a rock—for good reasons.  

 Improvement starts with awareness.  Mr. Frederick’s guest column did as much, or more, for increasing awareness of poor C. R. school district performance, than has ever been carried in the Gazette.   Those in denial attack and try to discredit Mr. Fredericks, rather than admitting the problem, and committing themselves to fix it.

Is this Heaven?  No, it’s Cedar Rapids, Iowa.

 Businesses are getting hosed by the school district for school taxes paid and education not delivered.   One can only wonder when such businesses will wise up and take corrective action—to greatly improve the skills of the graduates they will be forced to hire, if they keep their businesses in the metro area.  Being duped by school officials and sucking their thumbs--isn’t working.  J

As Iowalive reported earlier, Governor Branstad's campaign integrity rose sharply after Sarah Palin endorsed him for governor.   His integrity improvement is further evidenced in his political appointments, with the exceptions as shown in the following table.   

His appointment of John Glass as Director of the Department of Education is troubling.  Mr. Glass, himself an educator for 15 years, has yet to 1) show how much he improved student achievement anywhere, and 2) recognize and understand that keeping one's job is sufficient merit award for successful job performance.   That hasn't been the case in Iowa public education for over 50 years.    Educators owe taxpayers for pay raises educators immorally gained--for causing student achievement declines, shown in website  http://www.iowalive.net/history%20of%20iowa%20school%20failure.htm .  Taxpayers don't owe educators for improving performance at any level--at any time, for at least 10 years to come.

IMPEACH 4 REMAINING IA. SUPREME COURT JUDGES!

Greetings, Speaker of the House, Kraig Paulsen:

 The effort to impeach and oust the remaining four Iowa supreme court justices, who voted to legalize homosexual marriage, has a 75% probability of success.  The probability increases to at least 98% if you strongly support it.   For comparison, the probability of improving the State Constitution to ban homosexual marriage is at least 99%.   

 Impeaching and removing the four remaining judges prevents them from ever more ruling in favor of homosexual marriage, as their behavior has shown they are apt to do, regardless of what the Constitution says.    

If you heard and understood what Iowa voters said in the Nov 2 election, you will be wise and strongly back impeachment of the four remaining judges--and will strongly back improving the Iowa Constitution to ban homosexual marriage in Iowa, as well. 

 Newly elected Republicans obviously heard what Iowa voters said and are taking action to show they listened and understood!   As part of the status quo establishment, you need to show you listened and understood the voters as well. 

 Kudos to Representatives Kim Pearson, Pleasant Hill, Glen Massie of Des Moines and Tom Shaw, of Laurens, for drafting impeachment measures.  Rarely has such strong, wise leadership been shown by newly elected Representatives.  You ought to strongly support them!!

Iowalive forecasts 40% less snow, than the state climatologist forecast for Iowa for the 2010-2011 winter season.

Rather than complain about Iowa snowfall amounts, Iowalive net workers are attempting to do something to reduce them--as was done with tornado strikes.  Iowalive net workers have just this year attempted to prevent tornados from touching the ground in Iowa--as discussed in the following link.  As a result, there was no evidence any tornado touched ground in Iowa.   In addition, despite much heavier than average rainfall across the state, there were 14 fewer than the average number of tornados--and at least 68 fewer tornado reports despite more rainfall than the previous year, as discussed in this link below  IOWA TORNADO DAMAGE REDUCTION EXPERIMENT--WORKING?!  . 

 

Based on that apparent success, Iowalive net workers are now attempting to limit each Iowa snowstorm amount to 4 inches--as of 12-3-10.   Net workers are aware, but are undaunted, by the inability of meteorologists etc. weather experts to measure and report snowfall amounts accurately.   In fact, Iowalive has found the measured and reported snowfall amounts to have an error range of at least  plus or minus 20%

As with the attempt to eliminate tornado touch-downs in Iowa, Iowalive net workers are removing energy imbalances across the state, but not beyond.    National Weather Service snowfall amounts are used by Iowalive--as they are believed to be as accurate as any.

 

The following table shows the major snow storms in Iowa to date.  Several snowstorm snowfall amounts have been less than 4 inches, however these are not included in the table because they are what is expected.   The Iowa State Climatologist forecast more than average snowfall amounts for Iowa this '10-'11 winter.  The avg. is 32.2 inches.  He did not specify the number of inches in his forecast--but expected it to be comparable to the past 4 years, which averaged 41.25 inches.  For comparison, Iowalive expects 40% less snowfall for this winter (25 inches) than experienced in the past 4 years--the Climatologist reported were above average, but he did not give any numbers.      Here are the numbers:

It is significant that Iowalive forecasts 40% less snow, than the state climatologist forecast for Iowa for the 2010-2011 winter season.  

 

The methods Iowalive uses to reduce snowfall amounts have been improved to the extent greatly reduced snowfall amounts are expected for the remainder of the winter--even though several  might exceed 4 inches in some areas.  As of 2-9-11, 7 snowfalls exceeded 4 inches and 6 did not.  A typical snowy Iowa winter, as the climatologist forecast, would have at least 9 snowfall exceeding 4 inches, by this time.

35 AND 44 FOOT FLOOD CRESTS FORECAST FOR CEDAR RAPIDS

 

THE WORST CEDAR RAPIDS FLOOD IS YET TO COME

The 32 foot crest in 2008 was a warning of what is to come.  The Corps of Engineers and National Weather Service have yet to give Cedar Rapids officials the  brunt of the flood bad news.   Even worse, Cedar Rapids officials have a tendency to ignore reality with respect to floods.  The behavior ranges from denial to delusion.  Neither serves C. R. residents and businesses adequately, much less fairly. 

Iowalive net workers have honed the algorithms and methods used to forecast river flood crests--that were within an inch of the July 28 crest, compared to the National Weather Service forecast that missed the same crest by a foot.

 BIG SHOTS STILL CLAMORING ABOUT MERGING COUNTIES

Sunday's 1-31-10  “Merge the Counties” big shot Gazette editorial laments about “change” five times, with zero use of the word “improve”.   Do you suppose people living in the counties know the difference between change and improve, and that is why they wisely thumb their noses at big shot, inefficient counties, cities and newspapers, who stupidly harp at them about “change”??

 What services will improve if counties merge?  What taxes will be lowered, by how much and when?  Why should any county folks believe anything the big shot city twinks are saying?—especially since the operating efficiencies of lower populated county governments average about 20% better than highly populated counties!   This is the same negative economy of scale we find with the public schools, state universities—and newspapers.  The bigger they get, the worse they become. 

 The Big Shots should tell highly populated county governments to raise their operating efficiencies by 20% and tell them to quit screaming for more money.  Do the same for large cities, sate universities and large public schools.  Push those big hogs away from the tax money trough.  Return all the savings to state taxpayers

 Small counties and towns could then take care of themselves--and easily figure out what is better for them. 

 Is this Heaven?  No, it’s Iowa!!

This revealing technology presentation  http://www.youtube.com/watch?v=cL9Wu2kWwSY  , is likely the single most depressing and disappointing technology forecast you will likely see.  It is similar to the recent ABC TV program, Stupid in America, as it reveals what newspapers will not report about education challenges and failures. 

At the end of World War II, the United States clearly had the finest public education system on the face of this earth. So that you don’t become too depressed while watching the video, remember that U. S. schools can be fixed, just as other poorly performing monopolies have been fixed—by immediately exposing them to effective competition—and the immediate consequences of failure to compete effectively. 

 For at least the past 20 years it has become obvious the US had fallen behind other Countries in the education level of US students. In just the past 10 years the true low ranking of US students became so obvious, the Federal Government had to pass the No Child Left Behind act to try and stop the decline in the education level of the average US student.

 Unfortunately, due to lack of awareness, public apathy, Teacher's Union dominance and a philosophical change in the perceived need of curriculum, the education level of today's US student continues to decline. Today, only the top 4-5 percent of US graduates can even begin to compete with their foreign counterparts. Equally as disturbing is the fact that the two most populous countries in the world, China and India have been and will continue to produce millions more top students than will the United States . For example, the top 25% of India 's population, with the highest IQ's, is greater than the entire population of the United States .  Hence, we will continue to lose share in the global economy--today and tomorrow.

 Many maintain that if the present situation is not turned around, the US will be forced to bring back to it's shores, the menial labor work and products it exported overseas during the past 20-30 years, because the foreign countries that once accepted that work will do so no longer.  Their labor market which is already replacing the current US labor market is fast taking over and quite likely will dominate, in numbers especially, the upcoming high technology labor market.  

 The US no longer holds the competitive edge in high technology today and with the difference in numbers advantage, held today by China and India , the US will likely never be in a position, in the future, to regain that advantage. The present economic downturn in the US may also, in and of itself, preclude the US from ever recovering it's once vaunted position.

 HOW TO RECOGNIZE RADICAL LIBERALS

Since discussing the book's contents in describing the integrity of 2008 IA legislative action farther below, and in several emails to Iowans, people have been telling us they have been exposed to radical liberal behavior, and didn't like it, but didn't know what it was--or what caused it.  Now they are finding out more about it.   The following table was prepared by Iowalive net workers--based on Dr. Rossiter's book.

Once you have determined there are radical liberals in your organization, it is reasonable for you to become concerned about any impact they are apt to have on your organization's performance or integrity--for which you might be held accountable.  People are telling us they don't trust people behaving as described in the table above--nor do they want to be around them.  We doubt few people would argue that this lowers morale and performance in the workplace.   

The following table is the first attempt to quantify how much of an impact radical liberals are apt to have on large organizations.  It is understood that one radical liberal could break up a partnership or a small organization.  The numbers in the table below will be improved as time goes along and more data is obtained.  Anyone claiming to have better numbers is asked to provide them for evaluation and comparison.  

Before you study the following table, please compare the radical liberal's behavior in the table above to what Dr. Rossiter says about the "competent citizen", who is often expected to cooperate or work with radical liberals.  The contrast of radical liberals with competent citizens strongly supports the numbers in the following table--that show the harm radical liberal behavior does to organizations.

 The Cynicism of the Radical Liberal Mind

“Based on his early deficits in trust, the radical liberal’s skepticism about life is deep seated and cynical. It undermines his ability to be hopeful, leaving him at least pessimistic and often depressive in his outlook on life. Indeed, the radical liberal is not optimistic about himself and the world: he lacks a deep-seated confidence in his and others’ abilities to manage life’s problems, achieve security and feel contented in a framework of individual freedom. Not only can he not trust that other persons will cooperate with him for his and their benefit, he also believes that they will deliberately ignore him, neglect him, deprive him or exploit him.

 The radical liberal believes that he has to defend himself against this basic fact about the human condition by getting power over others. He must force other persons to meet his needs or he will remain deprived, frustrated and disadvantaged. When his early trauma has been especially severe, his conviction that he is deprived and abused rises to the level of paranoia. He is then convinced that his suffering is not only painful but intended. He believes that others are conspiring to harm him and keep him down. In adult life this paranoid development finds a home in the politics of victimization

 All of this and more will of course be adamantly denied by the radical liberal, who must defend against his deficits by projecting them into the outside world. He will not realize that he misinterprets the present through perceptions from the past. He will not understand that his cynicism flows from the traumas of his childhood. He will insist instead that in a free society under the rule of law, he and many others like him will be deprived, neglected and abused by villains who use freedom to exploit their victims. He will not understand that by projecting his mistrustful perceptions into the world around him he distorts the realities of human relating. But this denial will not withstand scrutiny.

 The radical liberal’s neurosis is evident in his distortions of human nature and human relating. It is evident in what he seeks and what he fears, in what he praises and damns, in what elicits his sympathy and pity, in what stimulates his rage and outrage. It is evident in the values he celebrates and in those he scorns, in the policies he promotes and the principles he opposes, in the responsibilities he rejects and the obligations he shirks, in what makes him envious and jealous, in what agitates him and calms him, in what humiliates him and makes him proud. His neurosis is evident in his ideals and fantasies; in his self-righteousness, arrogance and grandiosity; in his self-pity; in his demands for indulgence and exemption from accountability; in his claims to entitlements; in what he gives and withholds; and in his protests that nothing done voluntarily is enough to satisfy him.

Most notably, the radical liberal’s neurosis is evident in his extravagant political demands, in his furious protests against economic freedom, in his arrogant contempt for morality, in his angry defiance of civility, in his bitter attacks on freedom of association, in his aggressive assault on individual liberty. And in the final analysis, the irrationality of the radical liberal is most apparent in his ruthless use of force to control the lives of others. As will be noted in more detail below, the radical liberal’s obsession with force against others is the child’s solution to developmental failures in the first six years of life.”

The following table shows the operating efficiency and integrity index levels of Cedar Rapids' 39 City Departments has not improved since the formation of the City Manager form of government.  Changes have been made, but they did not result in significant improvement, nor are they apt to.  Two Radical Liberals in the Mayor and Council positions appear to hold performance down at this time--as the Council is only 10% efficient and ranked 38th--and the City Manager's department at 30% is ranked 24th.  Neither demonstrate the leadership or an example for improved performance.  As usual, for poorly performing organizations, they want more and more money to sustain present performance levels.

   OPERATING EFFICIENCIES FOR CEDAR RAPIDS, IA SCHOOL DISTRICT FUNCTIONS

The following table shows a 3% two-year decline in the Cedar Rapids Iowa school district operating efficiency--and where it occurred.  The district has routinely been given increased funding for a flat enrollment--which reduces operating efficiency.  In addition, the district shows no interest or plans to make better use of existing funding rather than demanding more.  It is one of the least efficiently operated school districts in Iowa and Iowalive has found it to be the worst cheating school district in the state--with no improvement planned, in sight or in mind.

As with Cedar Rapids City and Linn County governments, the functions with the least clout and influence (busing and facilities and maintenance) are the better performers.  Despite its large size, the district realizes no economies of scale.  The superintendent ignores Iowalive's emails addressing the district's declining performance.   The Education Service Center is the head shed for the district and as such, experienced a 10% decline in operating efficiency.  There are some obvious management problems in the district.   The district has excess school buildings and classrooms for its enrollment.  It would cost the district at least $400,000 to hire professional performance consultants to verify the numbers in the following table.  Will the district do this, or accept Iowalive's numbers?  

For two years the superintendent has been casting wildly about to find an excuse to propose a 20% increase in the sales tax ($15 million per year) that the superintendent deviously refers to as a penny tax.  He can't find an excuse that will satisfy taxpayers, which means businesses are stuck with the $71 million bond issue (property tax increase) the Chamber Chairman foolishly backed in 2000 to build unneeded classrooms and a new school building.    The district now has more permanent classrooms for less than 18,000 students than it previously had for over 25,000 students.   

Pursuit of a 20% increase in the sales tax will result in class warfare the Cedar Rapids area would be very wise to avoid.

 CHEATING LEVELS FOR CEDAR RAPIDS, IA  SCHOOL DISTRICT  

The following table shows cheating by building in the Cedar Rapids, Iowa school district as of 12-1-05, and the numbers have not improved as of 4-30-08.  The district has no effective quality control system in place and shows no interest in having one.  The superintendent recognizes he does not know what goes on in the classrooms once the doors are closed, but shows no interest in improving the situation.    Iowa gambling casinos have superior quality control systems and obviously care more about casino money than school officials care about kids.

WHY, HOW TEACHERS AND SCHOOLS CHEAT AND GET CAUGHT

 What you are about to read is likely the most comprehensive discussion and presentation of a chart and table related to public school cheating ever assembled.  Iowalive net workers were among the first to recognize and report poor public school performance and cheating--and were attacked and discredited by some for doing so.   Iowalive persevered and now national media are daily complaining and reporting evidence of school cheating.  Enter 'school cheating' into Google and you will find:   Results 1 - 10 of about 12,900,000 for school cheatingThat is nearly 13 million references, more than double what it was a year ago.     

The New York Times best selling book, "Freakonomics" by Steven D. Levitt and Stephen J. Dubner sheds considerable light on school cheating--that follows and supports what Iowalive has been reporting for quite some time.  A professor at the University of Chicago, Mr. Levitt uses statistics to examine school cheating.  He was instrumental in ferreting out the teachers caught cheating in Chicago.  Iowalive uses similar, and even more sophisticated methods to catch cheaters.

 Why do teachers cheat?  Because it pays and they think they can get away with it!  Why is this?  Because it helps them APPEAR to 'meet' NCLB requirements, to get Teacher of the Year and other awards, to get bonuses, because few people suspect it or look for it, it is rarely detected and is seldom if ever punished.   But times are changing fast.  Cheating teachers were found and punished in both Chicago and Dallas school districts--as have some in Iowa.   Iowalive has investigated, listed and ranked the cheating level of schools in Iowa on website:  http://www.iowalive.net/ranking8.htm   for all to see.  Iowalive previously ranked cheating schools in the Cedar Rapids school district--the district Iowalive found to be the worst cheating district in Iowa. 

How do teachers cheat?  In many ways, some of which are:  Writing test answers on the board, correcting answers on tests, telling the answers, allowing improper use of computers, teaching to the test or the test itself, telling students how to guess and fill in the answer sheets, filling in the blanks in the answer sheet, and by allowing extra time to take the test. 

How do cheaters get caught?  They are most easily caught by using statistics and algorithms to examine test results.  With these methods, irregularities and patterns are easily detected and analyzed to the extent the person doing the cheating can be easily identified.  Freakonomics describes in detail how teacher corrected test answers were easily found--and shows the actual answers in tables comparing a cheating teacher with a non-cheating teacher.   The book also describes how to catch teachers who cheat in other ways.  Iowalive knows how to do it.  All the data needed to catch teacher and school cheaters is available from the schools and the Iowa Testing Program--who fight to prevent its release. 

How does cheating hurt honest teachers?   In many ways, some of which are:  students in an honest class following a cheating teacher appear to be losing ground in the honest teacher's class, cheaters get undeserved pay raises and recognition--which makes an honest teacher's performance look worse,  cheaters can exert more influence on education matters than can honest teachers, and since there is no protection, encouragement or reward for whistle blowers, an honest teacher can be attacked and discredited for reporting a teacher or administrator for cheating.

 How do school administrators cheat?  In many ways, some of which are:  discarding answer sheets of low scoring students, deleting low scores, inflating test scores,  giving teachers copies of tests in advance,  simply reporting falsely inflated scores.

 How does the Iowa Department of Education Cheat?  It cheats by selecting a fraudulent Proficiency standard (40th National Percentile Rank--NPR) that claims students are Proficient when they are actually scoring one or more grades below enrolled grade level.   The following chart illustrates the false/fraudulent claims. 

How did schools get caught cheating?   Nation wide National Assessment of Educational Progress (NAEP) test score data, as shown in the following table, caught the states using low Proficiency standards to claim students were performing at grade level when they were not.  Iowa was among the worst of the states using fraudulent Proficiency standards--as shown by its 19th state cheating rank.   

As many of you recall, Register editors accused Texas of cheating profusely--got into a snit and wrote the ill advised 5-26-2003 editorial telling Iowa school officials to CHEAT by keeping  two sets of books and doing anything legal to make Iowa schools look better than they are.  

Only Iowalive protested the editorial and has continuously asked Register editors to retract it.  NOT THE GOVERNOR, ONE SUPERINTENDENT--SCHOOL BOARD MEMBER, STATE BOARD OF EDUCATION MEMBER, IOWA ASSOCIATION OF SCHOOL BOARD MEMBER, STATE BOARD OF EDUCATIONAL EXAMINERS BOARD MEMBER, ISEA MEMBER, TEACHER, SCHOOL ADMINISTRATOR, BOARD OF REGENTS MEMBER OR DOE OFFICIAL PROTESTED THE AWFUL EDITORIAL.  NOT ONE!!  

There can be no dispute--the Iowa public education system is corrupt and condones cheating from the Governor down. 

The table below shows Mississippi is the worst cheating state and Missouri is the most honest state--and is ranked 45th in cheating because five states do not even test students.   Missouri student achievement is low, the same as Iowa at 33% actually reading at or above the 4th grade level,  and everyone in Missouri honestly knows it--and is working to improve it.   This is not the case in Iowa, where school officials are making excuses and trying to hide it.  Should Missouri have minted a school house on its quarter the same as Iowa?   Scroll down to find a ranking table showing Iowa, Missouri and Wisconsin tied for 22nd in the U.  We are here this evening to greatly improve Iowa student achievement.  One Hundred years ago this country chose to abandon the system of education the rest of the world uses: scientific math reasoning underlying the entire curriculum.   Because of this original blunder, 50 years later the U.S. math curriculum was changed from a basis in science to one of rote – thus completing the destruction of our public education system.

 Student achievement and public school performance have fallen to levels threatening our nation’s security—and Iowa’s economy.  Schools cheat in reporting data because a lack of quality control allows manipulation to appear to meet goals, reflecting the inadequacy of the system.  Schools use a modern-day version of social Darwinism (the substitute for the abandoned system) -- cognitive psychology – for teaching methods and to explain poor student achievement, despite the fact no other country does this.  The Federal government had to pass No Child Left Behind to deal with the national crisis.

  Iowa legislators must now provide the leadership to finish what the Federal Government started.  Present-day focus on cognitive psychology in education must be stopped.  Abandon New Math, Whole Language and Feel Good curricula.  Phases I, II and III—smaller class size, mandatory kindergarten, higher teacher pay, teacher training, preschool, and other misguided attempts to fix curricula problems are expensive failures.

 Iowa now has a student achievement standard—adopted by the DOE -- at the 40 National Percentile Rank; the lowest in the Midwest, if not the nation.   This lets officials deviously claim 4th, 8th and 11th graders PROFICIENT when scoring at the 3.2, 6.9 and 9.2 Iowa Grade Equivalent levels, respectively.  Judy Jeffrey and Governor Vilsack accept this deception. 

 Three major issues must be resolved for students to access an education that meets or exceeds world standards: 1) curriculum (statewide standards must be set at the 95th National Percentile Rank or better, based on the math/science curriculum used by the rest of the world—whose average students score at the 90TH National Percentile Rank); 2) competition (a monopoly has little incentive to implement meaningful improvement); and 3) cheating (stop data manipulation).  The 2001 Accountable Government Act – requiring strategic planning to justify continued funding by meeting goals with a quality control system – must be enforced.  Iowa education is a looming Enron about to implode.

  U. S. STATE RANKINGS OF NAEP 4th GRADE READING SCORES FOR 2005

SUMMARY

Iowa ranks 22nd in the U. S.  in 4th NAEP reading skills (tied with Missouri, Utah and others)--and is going in the wrong direction!    The U. S. ranks 24th of 29 countries, according to the Program for International Student Assessment (PISA) study, conducted every three years, for the 29 countries in the Organization for Economic Cooperation and Development, a Paris-based group that represents the world's richest countries. Students from Finland and South Korea scored best in the survey, which measured the ability of 15-year-olds to solve real-life math problems.  In another international test, the U. S. ranked 28th in math and 22nd in science—which is behind nearly all countries,  including developing countries,  that participated in the tests. 

On a K-8, ‘03-‘04 school year Iowa level, Cedar Rapids and Des Moines rank 311th and 362nd, respectively, of Iowa’s 368 school districts—as shown on Iowalive website:   http://www.iowalive.net/03-04%20rank.htm  The rankings are based on the ’03-’04 Teacher Quality Report of student achievement data, released by the Iowa Department of Education, per Senate File 476.

Iowa newspaper editors, columnists and politicians claiming Iowa, Des Moines or Cedar Rapids etc. schools are great, or among the best in the nation--are deviously trying to perpetuate a very deceptive myth.  

*NAEP TEST RESULTS SHOW IOWA IS MEDIOCRE

The table below shows U. S. 4th grade reading state rankings, based on the average National Assessment of Educational Progress (NAEP) scale score for each state.  The table also shows the percentage of students at each of four reading achievement skill levels-- Below Basic, Basic, Proficient and Advanced--for all 50 states. 

For those of you wondering why Iowa students scored so poorly, it must be noted that it is much more difficult for Iowa school  teachers and administrators to cheat on NAEP tests--than it is for them to cheat on ITBS tests.  

Although significantly dumbed down (about 1 grade level) in the past several years, NAEP test scores are based upon what a 4th grade reader skills ‘ought’ to be--rather than a statistical ‘norm’ (dumbed nearly two grade levels in 30 years) as used in the Iowa Test of Basic Skills (ITBS) test.  For an approximate comparison of NAEP to ITBS, a 4th grade student scoring ‘Proficient’ in NAEP is considered to have 4th grade Iowa Grade Equivalent (IGE) reading skills.   Similarly, Basic and Below Basic reading skill levels would compare with 3rd , and 2nd or below Iowa Grade Equivalent skills, respectively.  Adding the percentage numbers (33 + 34) in the table below shows Iowa had 67% of its 4th graders performing at the 3rd, and 2nd grade level or below, in 2005—compared to 66% in 2003, which also shows Iowa is headed in the wrong direction!   

Iowa increased state school funding by $32 billion in the past 32 years, reduced class size, increased teacher pay and training, added mandatory kindergarten, and did many other things 'educators' and the Teacher's Union demanded--while the number of 'Proficient' Iowa 4th graders fell to only 33% of those enrolled!!   This is awful.

NAEP definitions are as follows.  The three levels are used as the primary means of reporting what students should know and be able to do on the National Assessment.  NAEP does not even define what the Below Basic level means—presumably because the student skills demonstrated are so far below their enrolled grade level, it renders them meaningless. 

  • Basic

This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for proficient work at each grade.

  • Proficient

This level represents solid academic performance for each grade assessed. Students reaching this level have demonstrated competency over challenging subject matter, including subject-matter knowledge, application of such knowledge to real world situations, and analytical skills appropriate to the subject matter.

  • Advanced

This level signifies superior performance.

K-12 SCHOOL CURRICULUM VS. MIND DEVELOPMENT

The following chart shows the average relationship of curriculum and mind development.  The minimal affects of the addition of pre-school are also shown--as are the stifling affects of the Iowa school curriculums used in 2004, which are based on the Dewey Education System.  For continuity, it is presumed that parents were educated with the same curriculum as the children--so the affect of parents on mind development is shown at age 1.   

One would expect the professionals and curriculums in the schools to develop minds much faster than can parents.  This sharp upswing in mind development occurs most dramatically for the optimum computer based curriculum, where students are rarely bored with waiting for the teacher--or others.   These curriculums are now being evaluated by the Federal Government.  The projected numbers in the chart are the best available.  Anyone claiming to have better numbers is asked to provide them for evaluation and comparison.  

 

DERIVATION OF OPERATING EFFICIENCY LEVELS ETC.

INTRODUCTION

 The operating efficiency levels for the Iowa Department of Education (DOE), Department of Transportation (DOT) and the Department of Administration and Regulation--and levels for other organizations were prepared in the same manner using similar methods--many at the request of a State Senator.  Some were made at the request of others and are now performed primarily by Iowalive professionals using the following methods.   The operating efficiencies for Iowa State Government organizations, including that of Governor Vilsack's office were posted on our website for all to see.    The Governor was upset and challenged the numbers.   As a result, his consultants reviewed the numbers and found them to be very good--and they also noticed our statement asking anyone claiming to have better numbers to provide them.   The Governor had no numbers.   The consultants than contacted Iowalive net workers to learn how the numbers were derived--and were satisfied with what they were told, much of which appears below.  

Before you read further, please be advised that over the past several years, Iowalive has developed an extensive data base and powerful algorithms that render the derivations much more quickly and accurately.  No one has claimed to have better numbers.  

The methods used include, but are not limited to the review or use of:  Comparative analysis, assessment worksheets, observations, parametrics, processes involved—and their complexity, total equivalent head counts, budgets, plans, annual reports, performance reports, experience, intuition, interviews, knowledge of people involved, trends, cycle times (Queue –To- Do ratios), QUICK LOOK (a proprietary assessment tool) , surveys, student test scores, cost per student, state, national and international rankings, job placement and acceptance rates, salary levels, number or percent of students at Iowa grade level, and polls.  

 Individuals can familiarize themselves with the concept of performance and operating efficiency by asking themselves questions such as these at the end of a day’s work:  what results did I accomplish, were they accomplished as expected, what did I complete, what did I decide, what problems did I solve, what did I improve, how much was it improved, how much savings will result from the improvement, what do I expect to accomplish, complete, decide etc. tomorrow?  Additional questions related to organizations are listed below.  Similarly, individuals who know the total hourly price their customers or taxpayers pay (including benefits) for their effort or results produced--are more efficient and productive than other individuals.   The most highly productive individuals often consider if they would pay themselves full price for a day’s work or results they produced.   

 By listening to insiders or workers tell how much of their time is wasted, or the percent of their time and efforts (and that of others) that produce value to those paying for it, provides exceptionally good insight into an organization's operating efficiency level.  Similarly, a manager’s knowledge (or lack of it) of the efficiency level for his or her organization reveals much about the performance of that organization.   Efficiency level is defined as the percent of total time, effort or dollars consumed that produces value--generally to those paying for it.  Time and effort are normally converted to dollars for consistency in determining efficiency levels. 

 As a general rule, organizations operating at or below 40% efficiency --continually request more funding, and use lack of funding as an excuse for many problems they have not seriously attempted to analyze or resolve, or that they do not understand.   

 GENERAL RULES

 There are some other general rules related to operating efficiency levels.  For example:  The easier it is to measure inputs and outputs, the more efficient an organization operates (inefficiencies are easier to find and more difficult to hide).  Also, the more comprehensive an organization’s improvement plans are, the greater the operating efficiency of the organization.  Comprehensive improvement plans have measurable objectives, milestones, processes and the process performance measures involved--and name the person in charge, as a minimum.

 Competition generally increases operating efficiency level, as do performance standards, process control limits, use of process and performance improvement specialists, trust, performance tracking, shortage of funding, shortage of employees, incentives, profit sharing, emphasis and use of process performance measures, management focus on performance, comprehensive plans, measurable objectives, continuous performance improvement, zero based budgeting, use of operating efficiency numbers to manage, availability of performance data, recognition of greatly improved process and employee performance, tying salary and promotions to performance etc.

 Not many of these were reported or readily observed in the public sector organizations evaluated to date.  

 SIGNIFICANCE OF EFFICIENCY LEVELS

 The efficiency levels are significant to:

 1.            Determine where the most benefits would likely be produced with improved management and processes.

 2.            Serve as baselines for determining improvement, or the lack of it.

 3.            Create an awareness for operating efficiency levels and performance

 4.            Show that efficiency levels are far less than 100%, the level which is commonly and incorrectly assumed by                 those seeking 'more funding' for whatever reason. 

 5.            Identify managers of highly efficient organizations and to give them more responsibility and authority.

ORGANIZATIONAL QUESTIONS

The following questions and their answers can be assessed to determine the approximate operating efficiency level for an organization.  “They” refers to an appropriate person or more in the organization.

1.      Is there a measurable mission statement or purpose?

a.       Is it used to establish priorities, measurable objectives and to prepare plans

b.      Do people fully understand the significance of the mission statement or purpose?

2.      Is the organization a monopoly or is it operating in a competitive environment?

a.      How competitive is the environment?

b.      How successfully is the organization competing?

c.      Is the organization managed like a business or a hobby?

3.      Do they welcome and say thank you for performance improvement suggestions?

a.      Do they become defensive at such suggestions and attack the messenger?

b.      Do they implement few or most of the suggestions, and include the suggester when giving credit for the improvement?

4.      Are there process specialists involved with making process improvements?

a.       Are they aware of Design of Experiments, as documented on pages 14.1 through 14.140 in  Handbook of ‘Statistical Methods for Engineers and Scientists’ by Harrison M. Wadsworth or equivalent?

                               i.      Note: Design of Experiments is the tool of choice for determining the level of significance of various parameters involved with a complex process. 

b.      Are process performance measures in use?

c.      Are process control limits in use?

d.      Are the most vital processes to the organization identified and documented?

5.      Who specifically is in charge of and held accountable for improving effectiveness and efficiency?

a.       Are all aware of who is in charge?

b.      Are performance improvement expectations emphasized and fully understood?

c.      Are obstacles to progress identified and removed or overcome?

d.      If “ALL”  are claimed to be in charge, then no one is in charge. 

6.      Are there efficiency improvement plans being prepared and implemented?

a.  Have improvement plans been implemented in the past year?

b.   Have any improvement plans ever been successfully completed, with all objectives accomplished?

c.  Do all plans include measurable performance objectives, measurable results expectations and milestones for achieving them? 

7.      Are trend charts used to show performance levels—past and expected?

a.  Are these charts emphasized and made available for all to see?

8.      Are the concept and meaning of value-added effort clearly understood?

RECOMMENDATIONS

 It is recommended that you carefully review and think about efficiencies and projected results and how they affect you, your children, friends, and neighbors.   What are the operating efficiency levels of public institutions or where you work?  Are they adequate to support your continued employment, and economic growth of the organization or community in which you serve or reside?  If anyone claims to have better numbers than those derived with the above methods, bring them forward for comparison, evaluation, and discussion.   It would be somewhat disappointing to learn the numbers derived, with the methods herein presented, are the only numbers available--and are therefore the best in the world!!
