ACADEMIC RANKING OF IA. SCHOOL DISTRICTS
BASED ON 4TH GRADE READING SCORES--THE DE CLAIMS AS YEAR 2010-2011, BUT IS ACTUALLY YEAR 2009 DATA.
The following ranking of 345 Iowa School Districts is based on 4th grade reading test scores obtained from the Department of Education. As shown in the table, the Percent Proficient numbers are reported by the Department of Education, based on the Iowa 40th National Percentile Rank Standard, adopted by Judy Jeffrey, past Director of the Dept. of Ed.
This standard fraudulently claims 4th grade math students proficient when scoring at an equivalent IA. 3rd grade level. This level coincides with Kathi Slaughter, who when working at the Department of Ed. conceded that Iowa students are graduating with academic skills two grades lower than students several years ago. The first of these two lost grade levels occurs at or before 4th grade
The skills for effectively teaching reading to all students are practiced by Judy Hintz, at Educational Recourses, in West Des Moines--and likely other such private classes.
Unfortunately, Des Moines and other failing Iowa School Districts refuse to use such time proven methods. They rather choose to try costly, unproven methods that always fail, resulting in criminal, career and life limiting--academic child abuse, at egregious cost to taxpayers.
The Department of Education refuses to make and post the following table on its website. As a result, Iowalive net workers do so, at no cost to anyone.
Note the rampant academic child abuse shown by the % of 4th grade students reading at or below the 3rd grade level. These students have no chance of achieving grade level learning skills in Iowa public schools. They slide farther and farther behind until graduating with skills at least two grades below graduating grade level, as reported by Kathi Slaughter, when at the Department of Education.
