READING RANKING OF IA SCHOOL DISTRICTS, 2014-2015

Greetings Governor Branstad, Dept. of Education Director, Ryan Wise and all--

2014-2015 test scores for Iowa school districts were provided by the Department of Education (DE) as requested and are ranked by Iowalive in the table below.  *WHO Radio’s Mickelson in the Morning host, Jan Mickelson, reported some of the rankings on his 8-26-15 program. The average scores for grades tested in reading 3,4,5,6,7,8,10 & 11 are posted in the table below, in district rank order of scores.   The DE redacted scores for districts not appearing in the table to prevent personal identification of the less than 10 students proficient in some or all grades tested.  In addition, some classes were too small to test. 

It is also noted that the Grand Total, and a few other scores, posted as follows herein might differ slightly from those released by the DE, for the above reasons. 

Here are some numbers of special interest:

Total readers tested in 8 grades—258,429

Total readers found proficient—130,999

Percent Proficient at National Grade Level—51%

Percent that would be retained at grade level if treated like 3rd grade—49%

Number that would be retained at grade level for reading deficiency is at least—127,430

What would parents and taxpayers have to say about that??

Iowa’s average reading score improved from 47.3% proficient to 50.69% in the past year, so the steady decline might have been halted.  And schools that aren’t significantly improving, such as Des Moines and Cedar Rapids, fell in the rankings.   

Baxter is ranked 164th  (48.3% proficient), up from 217th  (43.8% proficient) last year.   The board will like to see that, but what will they say when asked why?   Newton improved from 195 to 132.  Ankeny fell from 4th to 5th.  Des Moines fell from 311 to 327.   Cedar Rapids fell from 186 to 219, despite all the hoopla about how much they are doing to improve.   There were 13 more districts tested this year than last year, so that impacts rankings a small amount.

Proficiency in reading in the table, is based on the Proficiency Standard level 65th National Percentile Rank (NPR).  This is the National Standard and the one used by most Midwest states and other states as well.   It is the level considered by NCLB to be at National grade level.   The Iowa Department of Education and Governor Branstad ignore it.  They could adopt it as the standard in a single day!!  But they won’t!
