SCIENCE RANKING OF 338 IA SCHOOL DISTRICTS, 2014-2015

Greetings Governor Branstad, Dept. of Education Director, Ryan Wise and all--

2014-2015 science test scores for Iowa school districts were provided by the Department of Education (DE) as requested and are ranked by Iowalive in the table below.  The average scores for grades tested in science 3, 5, 8  & 11 are posted in the table below, in district rank order of scores.  Some districts only tested 2 grades and these were not segregated in the table, as there were not many of them.  The DE redacted scores for districts not appearing in the ranking table to prevent personal identification of the less than 10 students proficient in some or all grades tested.  In addition, some classes were too small to test. 

It is also noted that the Grand Total, and a few other scores, posted as follows herein might differ slightly from those released by the DE, for the above reason. 

It is very important to note the rankings consider all students equal.  There is no discrimination against poor or minority students etc. as school districts like to separate them and make excuses for poor performance, as if they are defective students, when evidence proves they are not.   https://www.act.org/research/policymakers/pdf/ForgottenMiddle.pdf and  http://www.iowalive.net/branstadmeetwithjudyhintz.htm

Here are some numbers of special interest:

Total science students tested in up to 4 grades—127,117

Total science students found proficient—63,184

Percent Proficient at National Grade Level—49.71%

Percent that would be retained at grade level if treated like 3rd grade will be treated in 201650.29%

   School districts should have to return per student state aid funding (including special education funding) to the state for every student retained in 3rd grade!

Number that would be retained at grade level for science deficiency is at least—126,526

What would parents and taxpayers have to say about that??

Iowa’s average science score improved from 49.3% proficient to 49.71% in the past year, which is negligible improvement.  And schools that aren’t significantly improving, such as Des Moines and Cedar Rapids, fell in the rankings.   

Baxter is ranked 52nd  (61.54% proficient), up from 244th  (44.5% proficient) last year.   The board won’t like to see that, but what will they say when asked why?   Newton fell from 183rd to 193rd.  Ankeny fell from 2nd to 18th.  Des Moines fell from 329 to 332.   Cedar Rapids fell from 222 to 267, despite all the hoopla about how much they are doing to improve.  

The emphasis on Science, Technology, Engineering and Math (STEM) isn't working!! 

There were 7 more districts tested and reported this year than last year, so that impacts some rankings a very small amount.

Science proficiency in the table is based on the Proficiency Standard level 65th National Percentile Rank (NPR).  This is the National Standard and the one used by most Midwest states and other states as well.   It is the level considered by NCLB to be at National grade level.   The Iowa Department of Education and Governor Branstad ignore it.  They could adopt it as the state standard in a single day!!  But they won’t!
