MATH RANKING OF 338 IA SCHOOL DISTRICTS, 2014-2015

Greetings Governor Branstad, Dept. of Education Director, Ryan Wise and all--

2014-2015 test scores for Iowa school districts were provided by the Department of Education (DE) as requested and are ranked by Iowalive in the table below.  The average scores for grades tested in math 3,4,5,6,7,8,10 & 11 are posted in the table below, in district rank order of scores.   The DE redacted scores for districts not appearing in the ranking table to prevent personal identification of the less than 10 students proficient in some or all grades tested.  In addition, some classes were too small to test. 

It is also noted that the Grand Total, and a few other scores, posted as follows herein might differ slightly from those released by the DE, for the above reason. 

It is very important to note the rankings consider all students equal.  There is no discrimination against poor or minority students etc. as school districts like to separate them and make excuses for poor performance, as if they are defective students, when evidence proves they are not.  http://www.iowalive.net/branstadmeetwithjudyhintz.htm 

Here are some numbers of special interest:

Total math students tested in 8 grades—258,164

Total math students found proficient—131,632

Percent Proficient at National Grade Level—51%

Percent that would be retained at grade level if treated like 3rd grade—49%

Number that would be retained at grade level for math deficiency is at least—126,526

What would parents and taxpayers have to say about that??

Iowa’s average math score improved from 48.6% proficient to 50.99% in the past year, so the steady decline might have been halted.  And schools that aren’t significantly improving, such as Des Moines and Cedar Rapids, fell in the rankings.   

Baxter is ranked 281ST  (41.53% proficient), down from 216th  (44.3% proficient) last year.   The board won’t like to see that, but what will they say when asked why?   Newton improved from 189 to 184.  Ankeny remained at 10th .  Des Moines fell from 316 to 332.   Cedar Rapids fell from 186 to 224, despite all the hoopla about how much they are doing to improve.   There were 14 more districts tested and reported this year than last year, so that impacts some rankings a small amount.

Math proficiency in the table, is based on the Proficiency Standard level 65th National Percentile Rank (NPR).  This is the National Standard and the one used by most Midwest states and other states as well.   It is the level considered by NCLB to be at National grade level.   The Iowa Department of Education and Governor Branstad ignore it.  They could adopt it as the state standard in a single day!!  But they won’t!

 The following table places the contents of this page into perspective.   Iowa and the nation's students are lagging international students and no one wants to talk about it. 95th NPR scores and rankings will be posted sometime next week.   Iowalive will rank the deceptive 41st NPR scores for comparison with the 65th and 95th scores, that mean something.
